  18. <p>     Atlanta, which was euphoric over its selection as the site
  19. of the 1996 Summer Olympic Games, is suffering some early
  20. dissension with disturbing racial undertones. The organizing
  21. committee's scheme to build a water-polo pool and a
  22. field-hockey stadium on the campus of all-black Atlanta
  23. University has been frowned on by some members of the Action
  24. Forum, a group of black civic leaders. They call the plans
  25. "totally unacceptable" because school authorities were not
  26. consulted. Declared James Costen, president of the
  27. Interdenominational Theological Center: "As usual, we are being
  28. planned for rather than planned with."
